      Create or update a storage insight.
      Parameters:
      resourceGroupName - The name of the resource group. The name is case insensitive.
      workspaceName - The name of the workspace.
      storageInsightName - Name of the storageInsightsConfigs resource.

      the top level storage insight resource container.
